Mecanismo Nacional de Prevención de la Tortura

The Institution of the Ombudsman, upon whom the Spanish Constitution has bestowed the mission of defending the basic rights recognised therein to all citizens, has been developing since the outset of its activities in 1982, important work in the prevention of torture.

Now, after the subscription by the Spanish State to the Optional Protocol to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment and the assignment - by the Spanish Parliament – of the status of National Preventive Mechanism against Torture (NPM) in Spain to the Ombudsman of Spain (ie El Defensor del Pueblo), it seemed necessary to open a site within the institutional website. This site which summarise the most significant aspects with regard to the prevention of torture and the activities of the NPM is this field of the protection of human rights.

In the following sections you may find the historical background of the prohibition and prevention of torture and other inhuman or degrading treatments as well as the institutions and the mechanisms which carry out prevention activity in this field, including the basic standards which regulate this question, along with a series of links to web portals.

This new website shall gradually be expanded and complemented with new contributions such as the reports which shall be drawn up every year by the National Preventive Mechanism against Torture, regulations regarding issues relating to the competences of the NPM, a list of the members of its Advisory Board (when elected) as well as another series of activities deriving from the staging of seminars.
